Government Will Moratorium CPNS?



Members of Parliament from PKS Faction Kemal Aziz Stamboel assess the government should immediately implement a moratorium on acceptance of the prospective civil servants (CPNS) related to the swelling number of government's bureaucracy. 

"The swelling number of civil servants without a clear job description and scope of work of each, of course, will further aggravate the process of bureaucratic reform. 

For starters, swelling the number of civil servants, should be overcome by CPNS and a moratorium on early retirement of civil servants," he said in the House House of Representatives on Tuesday.

For early retirement, according to him, of course, there are voluntary, there is a "mandatory" and there is a "non-negotiable" so that employees would not be a good exit.

"Thus we expect next to nothing of underemployment. While the recruitment process and the effectiveness of civil service work must be reorganized during the moratorium," he explained This arrangement, according to Kemal, it's very urgent considering the number of civil servants throughout Indonesia has reached 4.7 million. 

This led to the allocation of personnel expenditure that continues to swell, yet coupled with continued financial burden as to pension, annuity, and so forth. The budget for civil servants if coupled between the central and local government spending is estimated to reach 60 percent of the state budget.Even in some areas of expenditure could spend more than 80 percent of the budget.
